This was down from 3.8 percent in September and down from 4.3 percent in October 2016.
State officials say Ohio's unemployment rate dropped to 5.1 percent in October but remained higher than the national rate.
The U.S. Bureau of Labor Statistics also released preliminary estimates on Thursday showing the state gained 4,800 jobs in October.
The Kansas Department of Labor's early jobless estimates for October showed more Kansans finding employment.

Omaha's unemployment rate for October was 2.4 percent, down from 2.7 percent in September and 3.1 percent in October of previous year. More than 1,000 fewer people were unemployed locally in October compared with a year ago, while year-over-year unemployment fell by more than 6,000 statewide.
"This grew the labor force and factored into the unemployment rate dropping to 3.6 percent, the lowest it has been since August 2000".
