Making the highest-level United Nations visit to the North since 2010, Feltman arrived in Pyongyang Tuesday for a four-day visit through Friday.

He arrived in Pyongyang on Tuesday for a stay expected to last four or five days.

North Korea hates such displays of American military might at close range and typically uses strong language to condemn them as invasion rehearsals. When asked about remarks by Russian Foreign Minister Sergei Lavrov that North Korea wants direct talks with the USA about its security, Nauert said, "As a general matter the issue of direct talks with North Korea is not on the table until they are willing to denuclearize". Also, according to the Russian Embassy in Pyongyang, he met with Ambassador Alexander Matsegora and both sides agreed on the importance of resuming dialogue on the nuclear issue at an early date.

When North Korea's leader Kim Jong Un and U.S. President Donald Trump were exchanging personal insults and threats of war, Ri told reporters that his country could test a powerful hydrogen bomb over the Pacific Ocean.

Indications of North Korea's willingness emerged following a Russian parliamentary delegation visited the North Korean leadership around the end of November.
