A spokesperson for the Department of Homeland Security said Monday that Ullah had been admitted to the United States in 2011 "after presenting a passport displaying an F43 family immigrant visa".

He came to the United States from Bangladesh in 2011 on a visa for relatives of a USA citizen.

DHS "can confirm that the suspect benefited from extended family chain migration".

President Trump called for the elimination of the Visa Lottery program and an end to chain migration.

Immigrants' rights groups say doing away with chain migration would radically change the nation's immigration system and reduce the number of people of color coming into the country.

As lawmakers in Washington scramble to find a legislative solution for the approximately 800,000 people living in the country under the DACA program, Trump's demands that it be paired with an end to chain migration could complicate negotiations.

White House Press Secretary Sarah Huckabee Sanders explained that Ullah entered the 2011 with an F-43 family immigrant visa. "And any chain migration would certainly be a part of that process", Sanders added.

The detained suspect from Monday's attack gained entry to the country as a result of chain migration initiated by a relative, who received a visa and ultimately became a USA citizen through the visa lottery program.
