"This legislation fulfills that responsibility". They hold the purse-strings of the U.S. federal government now.

The first bill includes year-long funding plans for every government agency now closed, with the exception of the Department of Homeland Security.

The Department of Homeland Security would be the only exception; it's the agency that oversees immigration.

The federal government has been partially shuttered since December 22, with lawmakers unable to come to an agreement over Trump's demand for $5 billion in funding for a wall along America's southern border.

In the Fox News interview, Mr Trump indicated that U.S. forces could continue battling Islamic State even as the withdrawal proceeded.

House Democrats are expected to pass two bills aimed at ending the shutdown once the new Congress convenes Thursday, The Associated Press reports.

The second part of the package would fund federal agencies that are now unfunded, such as the Justice, Commerce and Transportation departments, through September 30, the end of the federal fiscal year.

Other Republicans are of the same mind. The Senate would not take it up because (Senate Minority Leader) Chuck Schumer would not allow the Democrats to provide the 60 votes necessary to take the bill up for consideration.

The package will also include six other bipartisan bills to fund the departments of Agriculture, Interior, Housing and Urban Development and others closed by the partial shutdown. The government will remain shut down until a compromise can be worked out among the two parties.

The Democrats plan to introduce the legislation on the House floor Thursday, when they regain control, according to Fox News.

For Democrats, that means they will not put anything on the table beyond the current $1.3 billion for border security. He's not going to get $5 billion for a wall.

A spokeswoman for the ACLU said Monday that the group supports extending Homeland Security funding to February 8, which would allow newly empowered Democrats more latitude in determining the agency's budget for the remainder of fiscal 2018.

He also moved to defend himself from criticism that he couldn't deliver on the wall while the GOP controlled both the House and Senate.
